PCPM is seeking for qualified experts: Local Economic Development Experts for short-term missions (5-10 days) in the field.

The aim of this assignment is to support the inception assessment of MASAR’s operations in Akkar – Lebanon through subnational governments.

The Expert will coordinate closely with the Front Officer, and the Team Leader based in Beirut. Experts with extensive experience in scenario planning/ public spaces, public utilities, local economic development and civil protection are encouraged to submit their CV and cover letter by email to [email protected] with the assignment title in the subject line „Short-Term Expert/ field of expertise of the three listed below”. Main activities

– Desk review of available reports/ studies.
– Field visits to conduct capacity assessment and community need analysis through key informant interviews, discussion focus groups, workshops as appropriate.
– Risk and vulnerability analysis.
– Participation in MASAR’s team meetings leading to re-definition of baseline indicators and targets.

Outputs/ deliverables

The Local Economic Development Expert will provide to the Front Officer and Team Leader the following outputs/deliverables:
1. Reports / Information notes on missions and activities;
2. Risk assessment matrix (specifying cause group, effect, impact, mitigation etc.) related to public utilities enhancement.
3. Final assessment report with detailed information on findings, recommended improvement of public utilities, identified strategic priorities and potential investments to be undertaken toward sustainability. The report should further provide inputs for baseline data and targets in the project’s Logframe.

I. Key responsibilities of the Local Economic Development Expert will include:

  • Assess the social economic situation in the MASAR areas of operations.
  •  Assess the economic potential and resilience of the local economy hosting target groups.
  • Assess the social stability potential and resilience of the local economy hosting target groups.
  • Assess the role and capacities of local governments and local authorities to facilitate local economic development and have better access to municipal investment that benefits host, refugee and IDP populations.
  • Provide social economic background data to support the development of the area based multi-sector approach.
  •  Provide social economic baseline data for MASAR outputs and outcomes.
  •  Desk review of available reports/ studies.
  • Field visits to conduct capacity assessment and community need analysis through key informant interviews, discussion focus groups, workshops as appropriate.
  • Risk and vulnerability analysis.

The minimum qualifications and skills of the Local Economic Development Expert are:
1. Education:
Higher education degree (Masters’ degree) in sustainable local economic development, public administration, political science, planning, project management, monitoring and evaluation or equivalent.
2. Professional Experience:

  • A minimum of 8 years of working experience with subnational governments and inter-governmental relations;
  •  Minimum of 5 years’ experience in conducting qualitative and quantitative assessments in development settings;
  • Minimum of 5 years’ experience in working with local governments in developing countries, preferably in MENA region.
  • Proficiency in English (minimum level: C1);
  • Proficiency in Arabic would be an asset;
  • Excellent computer skills (Microsoft Office: Word, PowerPoint, Excel);
  • Experience in writing reports;
  •  Cultural sensitivity and cross-cultural skills (religion, ethnicity, gender);
  •  Experience in the Middle East will be a strong asset;
  • Completed security training would be preferable.

II. Key responsibilities of the Public Utilities Expert will include:

  • Assess the public utilities institutions in the MASAR areas of operations: legal structure, administrative organisation, financial resources, equipment and infrastructure, etc.
  • Identify priority capacity development needs of public utilities involved in, but not limited to water, sanitation, irrigation and solid waste management
  • Assess governance mechanisms and inter-institutional coordination with other tiers of government in Lebanon: Union of Municipalities, district, governorate, deconcentrated Ministry delegates, central government.
  •  Assess public utilities capacity in planning (urban, investment, risk preparedness and mitigation)
  •  Support in conducting multi-sectorial needs assessments of available public utilities (water, solid waste, sanitation, irrigation and its critical infrastructure,).
  • Conduct field visits to monitor the status of existing public utilities and take account of contextual changes that might influence the project objectives.
  • Provide public utilities background data to support the development of the area based multi-sector approach.
  • Identify potential pilot projects in public utilities leading to the enhancement of socio-economic development in the area.
  • Provide with suggestions and solutions to manage existing challenges in the area of operations to implement project activities.
  • Make recommendations for building capacity and resilience of local governments.

The minimum qualifications and skills of the Public Utilities Expert are:

1. Education:
Higher education degree (Masters level) in chemistry engineering studies, utilities engineering studies, monitoring and evaluation or equivalent.

2. Professional Experience:

  • A minimum of 8 years of working experience with subnational governments and inter-governmental relations;
  • Minimum of 5 years’ experience in conducting qualitative and quantitative assessments in development settings;
  • Minimum of 5 years’ experience in working with local governments in developing countries, preferably in MENA region.
  • Proficiency in English (minimum level: C1);
  •  Proficiency in Arabic would be an asset;
  •  Excellent computer skills (Microsoft Office: Word, PowerPoint, Excel);
  • Experience in writing reports;
  • Cultural sensitivity and cross-cultural skills (religion, ethnicity, gender);

III. Key responsibilities of the Municipal Expert will include:

  • Assess the municipal institutions in the MASAR areas of operations: political structure, administrative organisation, financial resources, equipment and infrastructure, etc.
  • Identify priority capacity development needs of municipalities
  • Assess governance mechanisms and inter-institutional coordination with other tiers of government in Lebanon: Union of Municipalities, district, governorate, deconcentrated Ministry delegates, central government.
  • Assess municipal capacity in planning (urban, investment, risk preparedness and mitigation)
  • Assess the potential contribution of municipalities and UoM to social stability and resilience hosting target groups
  • Assess municipal participation mechanisms that include local businesses, local CSOs, host and displaced Syrian communities, and identify potentials for participation and community engagement improvement.
  • Assess and identify priority municipal investments leading to local economic development and the creation of job opportunities that benefit host, refugee and IDP populations.

The minimum qualifications and skills for this assignment:

1. Education:
Higher education degree (Masters level) in public administration studies, political science, social sciences, development or related field of studies.
2. Professional Experience:

  • A minimum of 8 years of working experience with subnational governments and inter-governmental relations;
  • Minimum of 5 years’ experience in conducting qualitative and quantitative assessments in development settings.
  • Minimum of 5 years’ experience working with local governments in developing countries, preferably MENA region
  • Experience working with Lebanese local governments highly recommended
  • Proficiency in English;
  • Proficiency in Arabic is an asset;
  • Excellent computer skills (Microsoft Office: Word, PowerPoint, Excel);
  • Experience in writing reports;
  • Cultural sensitivity and cross-cultural skills (religion, ethnicity, gender);
  • Completed security training would be preferable.

Reporting requirements
The Expert will work in close collaboration with the Front Officer, Team Leader as well as the home office Project Manager to ensure alignment of the activities. On the basis of templates provided, the Expert will after each mission report to the Front Officer and Team Leader.

The dates of the missions to Lebanon will be determined after the interviews (with regard to Expert’s availability).
