Przeprowadzenie oceny ex-ante Fundacji na potrzeby aplikacji o partnerstwo ramowe (FPA-Framework Partnership Agreement) z Dyrekcją Generalną ds. Europejskiej Ochrony Ludności i Pomocy Humanitarnej (DG ECHO)

Fundacja PCPM poszukuje audytora do przeprowadzenia oceny ex-ante w związku z aplikacją o status organizacji partnerskiej Komisji Europejskiej w obszarze pomocy humanitarnej. Fundacja PCPM planuje złożyć wniosek o zawarcie Framework Partnership Agreement (FPA) z Dyrekcją Generalną Komisji Europejskiej ds. Ochrony Ludności i Pomocy Humanitarnej (DG ECHO) w kwietniu 2026 r. W związku z tym poszukujemy audytora, który przeprowadzi ocenę ex-ante najpóźniej do połowy marca 2026 r., na możliwie najbardziej efektywnych i korzystnych warunkach.

Fundacja PCPM zaprasza do złożenia oferty na przeprowadzenie oceny Fundacji PCPM zgodnie z Warunkami Referencyjnymi DG ECHO dla oceny ex-ante (DG ECHO Terms of reference for ex-ante assessment).

Należy zwrócić szczególną uwagę na wymagania dotyczące kwalifikacji audytorów, posiadanych certyfikatów zawodowych i członkostwa w organizacjach branżowych, a także na skład zespołu audytowego.

Oczekiwane rezultaty / produkty:
• Raport z oceny ex-ante, wraz z załącznikami, przygotowany zgodnie z szablonem DG ECHO
• Rekomendacje dotyczące rozwoju organizacyjnego i doskonalenia w odniesieniu do standardów ECHO

Ex-ante assessment of the Foundation for the purpose of applying for a Framework Partnership Agreement (FPA) with the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO)

The PCPM Foundation is seeking to appoint an auditor to conduct an ex-ante assessment in connection with its application for partnership status with the European Commission in the field of humanitarian aid. The PCPM Foundation intends to apply for a Framework Partnership Agreement (FPA) with the European Commission’s Directorate-General for Civil Protection and Humanitarian Aid Operations (DG ECHO) in April 2026. Accordingly, we are seeking an auditor to carry out the ex-ante assessment no later than mid-March 2026, on the most effective and economical terms.

The PCPM Foundation invites proposals for the ex-ante assessment in line with the DG ECHO Terms of Reference for the ex-ante assessment. Special attention should be paid to the requirements concerning auditors’ qualifications, professional certifications and memberships, as well as the composition of the audit team.

Expected deliverables:
• Ex-ante assessment report, including annexes, prepared in accordance with the DG ECHO template
• Recommendations for organizational growth and improvement in relation to ECHO standards
